  2. The answer is yes and no.

    Since China is focused on manufacturing, the language is not really a problem.

    However, if you're looking strictly from the perspective of services such as software and business process outsourcing (BPO) in English (most commonly) a necessary condition is, China is at a disadvantage compared to countries such as India, where students learn English as their mother tongue SECONDARY.
